A really nice feature of Everything is that it is portable and does not require the user to have Admin status. How does DeskRule compare in this regard?

you can tell deskrule to save settings in a file instead of the registry (see OPTIONS button), or even easier just create an empty text file called deskrule.ini, put it next to the program and your settings will be kept in there
