Looks Library behavior has not changed in Win7 RTM. Xplorer2 still shows the flatten folder view. Note that  "Sample Music", child of "Public Music" is shown as sibling of "newMusic" folders.

I have around 20,000+ files in one of my W7 library pulled from multiple hard drives and network locations. I do not see how this is half-hearted implementation. Libraries are virtual entities therefore they require special handling unlike file system folders. Libraries behave consistently across windows.
