Well, not technically - the rights to writing to folders under Program Files is restricted to administrators - but most programs run with lower privileges, thus most program are not able to write to their installation folders without first gaining administrative privileges.

When you uninstall a program, typically the folder is deleted.  If you alter reinstall the program your settings would be lost.

Mind you, that is only one reason....

I used to use an extension that worked in 32bit Windows (all, even Vista) called PropertiesPlus - it had the ability to change any of the attributes of a file - *and* any of the dates, including created, modified and accessed, and had a way of selecting the current date *and* time or any random / ar...

Yes, in fact it is.  The reason being is that sometimes keyboards would also use a different color for the numeric keypad, or at least for the arithmetic functions on the keypad, and hence the term 'gray plus'.

*I* am not missing much - I have just entered the world of 64bit processing so most of the extensions I use are 32 bit extensions - and one of which is no longer working with Vista 64bit (though it worked quite well with 32bit) - PropertiesPlus 1.65 (very very old extension).

Update - I returned the HP machine I bought earlier and built my own Core2QUad machine with much better hardware - but I still miss those shell extensions.... Or would you be using F5 with the structured scrap clips?
