My experience: usually something is locking the folders or files that you want to delete or move. I use this tool 'Unlocker' to get information about what is locking the file/folder. An other tool, mainly doing the same job is called 'Wholockme'.

One of the suggested uses of the mini-scrap was more or less the feature you ask for.
I use the mini-scrap now for some quick bookmarking: I drop folders in it that I expect to use a lot in the coming days/weeks. Double-click the folder in the mini-scrap, and start browsing!
