I was just entering text on another forum when the process slowed way down, just the way it did recently here. The last time this happened I closed x2 things returned to normal speed, so I closed x2 this time and things speeded back up again, just like last time.

I have been having unexpected results with Lightroom and my video editor as well, things no one else can replicate.

:idea: I think it's time to re-install my OS!

when all fails, reinstall windows :)
but as many of these crashes involve right clicking on files, it is likely that some shell extension is involved
for example, if you press F2 key to rename, do you have crashes?

No.

There are a lot of very strange things happening and they are occurring more and more often. For example, I recently tried to rename a MOV file using F2, inside Lightroom and got a "failed to rename" error. Even trying the rename from the metadata field failed and no one on the Lr forum can understand it or replicate it. In Premiere Elements, the Titles tab brings up Title options but only if there is no open project. As soon as I load a project the Title options window open with no Titles, and no one on the PrE forum can replicate that or has ever seen it.

The one common element in all this is the OS. So let's pick this up after I re-install the OS.
