That would actually explain a lot... reinstalling Windows three separate times this week (UEFI/GPT/Win7 are a hellish triptych), I've had more than a few installers flaking out, especially if trying to over-write the binaries of their own applications - which makes sense as the binaries are the only files likely to be individually signed. PITA, to be sure. And indeed, a quick check shows that each installer was SHA1 only.
The weird thing is, they don't always fail the same way - that's why I described it as "flaky". Unpredictable mush, even under UAC-free admin.

the problem in your case could be unsigned drivers, or rather considered unsigned (unsafe)
