Is xplorer2 supposed to be a program to take the place of 2xExplorer? I have been trying to figure this out by reading the website, but haven't had any luck.

Yes. The development of 2xExplorer was stopped long ago.
The new Xplorer2 has already exceeded the capabilities of its predecessor. Be advised that xplorer2 is still technically an "alpha" (it has new features added almost every month). The final version will have a lot of new "never-before" features.
Keep visiting the site for new alpha versions. You can use a freeware utility called WebMon to check the update status of this page frequently.
