Remove "#toc", it is, after all, quite useless IMO.

it isn't useless, because each dialog has its own help section, when you use the context sensitive help

Those anchors work in that page. Make toc there?

For me loading the quick start guide with my default browser only works with Edge (and IE of course). Chromium, Firefox, Pale Moon (which is my normal default) and Slimjet all fail to load it. If I replace the %23 with a # in the browser's address bar they do load it.

A strange thing is that when I change the default from the Windows Default Apps window I have to close and restart x2 for it to use the new default.
