could it have something to do with networks?
please try a copy to a different windows-running PC and see what happens to comments, with and without robust copy

XP SP2 > 2K SP4 = OK (F5/F6 files w/ comments)

Copied a file to a server (windows2000), no problem. XP SP1 => 2K SP4

Good news.
I think I've found the problem.

I did some more testing. Robust copying of ADS with files (even accross the network) works fine.

However, what I've noticed is that any Alternate Data Stream associated with a folder (such as icons or comments) get lost when doing robust copy. It only shows up with folders.

Hope this helps.

I can confirm pmike's observation: comments on folders do not survive the F5 trip, but comments do transfer when "normal" copying and pasting are used. Interesting.

i'm glad to see the end of this storm
i know why the folder comments are lost too
i'll fix it pronto
in the mean time you can turn on the ReadOnly attribute to such folders and the comment will be restored
