Little arrows on number input boxes backwards?

I think the little arrows used to increase and decrease numbers in the number input boxes used in dialogs, such as Search, are backwards. On my computer the down arrow increases the number, the up arrow decreases the number. I checked some other programs, such as the Windows Date and Time Properties dialog, and the up arrow increases the numbers, plus this seems to be the natural way for it to work anyway. Is it only my computer or is it that way by design? I also tried the up and down keys and they work backwards too.

It has been that way for years (I pointed it out in April 2004)  :o
But, as it is more of a niggle than a productivity issue, this nit remains uncombed.  :(
