Windows update won't install

I have a Windows 8 update (KB2802618) that repeatedly installs, but doesn’t take and stays in the update list. It appears to be holding up my upgrading to Windows 8.1. Any ideas?

Microsoft needs to realize I don't use the Start Screen and rarely use Metro apps. While I still want to get the upgrade out of the way, I am not willing to jump through very many hoops to "fix" a problem on a four month old computer that appears to be working okay. I spent a lot of time after the official release clicking and re-clicking the Windows Store hourly waiting for an upgrade that never arrived.

you can use windows update and disable this not-quite-working update, at least you won't see it in front of you every day
