Heh. I think I'm probably the wrong person to ask about Toronto.
But in order to give you some good info, I'd need to know where you are located. Sounds silly. But - in my opinion - people from Europe would be interested in different issues than people from the US.
Twenty years ago, Toronto was growing. So money was flowing into the city to build cultural centers like museums, opera houses, art galleries, theaters, ballet houses, amphitheaters. So there was a lot of great experiences for visitors.
Now, the core of the city is no longer growing and most growth is happening in the sububrbs - Mississauga, Scarborough, Vaughan and York Region. As a result the greater city proper has been decaying for quite some time. I don't mean the city has gone rotten. But you can definitely notice a degradation in the quality of our roads, transit system, air quality, quality of restaurants. It may not be a big change for a visitor. It's likely a lot more noticeable for residents that are close to the city center.
The above opinions are just my own and you should know that many people who live here would vigorously disagee with me.
