Looks like no one is on the boards here to answer the question. I guess that I will have to answer it myself.
The highest possible number using two digits is
387 million 420 thousand 4 hundred and 89 or 327,420,489
I cannot write it here as I cannot get the small 9 above the large 9 but--------
The two digits used to achieve this answer is
9 to the 9th power which is 9x9x9x9x9x9x9x9x9.
