if i'm getting this right, you want to put more than 10 bookmarks on toolbars? This is not supported at present. You must organize your bookmarks (using Bookmark | Organize) so that your most "favorite" ones are among the first 10; then you can place them on any toolbar. For the rest you can associate direct keyboard shortcuts
How to define tons of bookmarks
Greetings--
You could use this tip from the old 2xExplorer FAQ:
"Q20. How can I get more than 6 bookmarks?
>>>> A. 2xExplorer will just give you 6 direct bookmarks, and there's no way around this. However, you can use some cunning to get virtually unlimited bookmarks, managed by you. The way I do it is to create a folder called "C:\MyBookmarks" (the name is irrelevant) where I add LINKS (shortcuts) to favourite folders. Then, I assign one of the 6 2x direct bookmarks (<Ctrl+0> is my choice) to "C:\MyBookmarks". I grant you that this is not as fast as a direct <Ctrl+xx> bookmark, since it involves an extra jump, but think of all the extra favourite folders you can manage! You can even organize relevant shortcuts in their own subfolders within "C:\MyBookmarks"."
Note that you can also place shortcuts to favourite applications in this "C:\MyBookmarks" folder. You can also create as many bookmark special folders as is necessary. In this way, you can have "C:\MyBookmarks 1" "C:\MyBookmarks 2" "C:\MyBookmarks 3", etc, folders.
You can also launch xplorer² with the following command-line:
xplorer2_UC.exe "C:\MyBookmarks 1" "C:\MyBookmarks 2"
You'd get most of your target folders only one click away.

The Customize Toolbar dialog box lists all the buttons which the user has option to place on the toolbar(s). Strictly speaking, there is only one list, split between LH pane & RH pane in the dialog box. You cannot remove buttons from the overall list -- just shift (add or remove) them from one side to the other, depending on what you want 'on the bar'.
I am still unsure that that was what your question was about
