This new version doesn't work either
I can see there is a difference: I don't get the authorisation dialog, so now it start without any prompting, but the registry import fails. Also ">regedit /S path_to_x2settings.reg" in the x2 addressbar fails to import; the same error message in x2
What seems strange to me: Every time x2 starts, it does import that QuickView folder into the registry (like in the screencap. BTW, this doesn't happen with the '>'-addressbar trick).
You also asked me if 'export settings' still works.
Contrary to your expectation, it does. This is what happens upon selecting 'export settings': I'm being asked for authorisation twice. From the details view in the authorisation dialog, I saw that the one was for exporting (Regedit.exe /E) the xplorer2_UC part, and the other for exporting the xplorer2_UC.global part to the temp folder. After this, the registry was updated with the current settings from x2.
One more observation (the last: I won't be working on this vista in the near future). This one surprises me, I don't know if it surprises you too.
When I import a x2settings.reg manually (doubleclicking and authorise it), and then start the portable x2 I'm being asked if the settings in the registry should be overwritten or not. So far so good. If I confirm to overwrite, the starting of x2 causes the settings in the registry to be removed, so that part actually works, although it doesn't import the new settings (except for the Quickview folder). Denying the overwrite, well, then the registry settings stay unharmed (no suprise).
