I've got this USB stick that won't accept writes. I can read ok from it. It doesn't have any 'read only' hardware switch. I can write to my other USB sticks.
Is it foobar?

probably - especially if you've tried and it fails from more than one machine.
Non-volatile (flash) RAM is known to have limitations on number of write cycles until failure. It's been getting better through the years, but older (and cheaper, second rate) units probably do not use the best current technology.
