I've got a shortcut to x2 using the arguments "c:\ d:\", without quotes, this opens x2 with 2 panes, first one to my c:\, second to d:\.
Now, say I double click on "Program Files" within the c:\ pane. Then click in the d:\ pane, click in the location bar and type in "c:" and press enter. Instead of the second pane going to c:\, it goes to c:\Program Files\. This happens with any folder.
Entering "c:\" instead of "c:" works, but that is an extra keystroke.

This is by design.
If you want to go to the root of the C:-drive in a pane, simply hit Ctrl+Shift+C (Ctrl+Shift+driveletter will take you to the root folder of any drive for that matter)
Adding to that, if you want to go to the root of a drive quickly, just hit Shift+Backspace
