XPLORER² claims that the following limitation is in effect viz users of Win 9x Operating Systems:

WRONG

I currently use Windows 98 ver. B Operating System on my PC and for those of you who downloaded this product, hoping for the ability to attach notes to your files, you'll be sadly disappointed to discover that you can't do it with XPLORER². But unlike the misleading information stated in the FAQ that accompanies this product, it is not a limitation of your operating system — it is the deliberate unwillingness of the programmer to include this function for you.

Check out PowerDesk and you'll discover that adding comments has nothing to do with your operating system, and everything to do with basic programming skill (which the author chose not to exercise on your behalf with this product, and offers the excuse above as a poor substitute).

I have been adding notes to my files with PowerDesk for years. Netez: If you've chosen to discriminate against older OS users, that's fine — but please don't mislead them. This is elitist and insulting. Correct your FAQ, and if you won't improve this product, then at least don't pass the blame onto Microsoft. You have chosen not to offer this feature. Just say it.

Honestly, this kind of stuff just pisses me off.

I think what we have here is a failure to communicate.
It is quite plainly stated in the xplorer2 documentation that xplorer2 does NOT support comments in win9x.
However (as you correctly point out), there ARE other third party apps which DO permit one to make comments for files and folders in win 9x. But it is the 3rd parrty app that keeps track of comments in a separate database file and associates them with the appropriate files/folders when you use that app to browse the shell namespace. It is NOT the filesystem which does this.

xplorer2 makes no claims about providing this capability. [see FAQs B6 & B8] It simply handles the alternate file streams (AFS) which exist on NTFS-partitioned media in an easy-to-manage manner.

It appears that your experience with powerdesk's capability to mitigate the no comments limitation of win9x has led you to the expectation that every filemanager should bend backwards to do so as well. Unfortunately for your expectation, the developer of xplorer2 has chosen a minimalistic approach to the design -- which results in a small program size and speedy execution; but does not attempt to create features which are not native to the file storage media being used -- rather to manage what's there in an efficient manner.

in 9x you can only have comments for folders and for compound documents (eg word files)

all other systems with external databases for comments are fragile. E.g what happens if you copy a file with comments onto a floppy? What if you use explorer to copy a file? And so on

So long ago I forget when, but I discovered Johannes Plachy's Annotator and running XP Prow SP1a it even works, and better still, it works great in Ex2!  Just click on Properties and viola! you can type in or paste in your beloved comments!  What more could you ask for?
