F7/F8 won't work on CD

F7/F8 commands (create new file/folder) won't work on a CD, you need to use R-click - Shell new instead. Can someone provide some background on this, the search of PDF and this forum didn't turn anything.

in general, it's best to use a dedicated cd writer program for managing folders on CDs, various live-cd approaches through normal file management are very unreliable and chances are your cds won't work when you take them to a different PC

Thanks for lightning fast reply. I have come across a CD that wouldn't work on another machine but I didn't realize it's a common problem.
