What is the hotkey to switch between tabs, or is the mouse the only choice. I couldn't find the answer anywhere in the Help files. I know Ctrl+Insert, Ctrl+O and Ctrl+T work with the panes.

No. It doesn't flip the screen; it doesn't appear to do anything.
When I check the current keyboard assignments (customize->keyboard, customize->keyboard use) everything appears to be fine:
33038 (next tab) is mapped to ctrl-alt-right
33039 (prev tab) is mapped to ctrl-alt-left
But pressing these keys still doesn't navigate from tab to tab...

If you are using an international keyboard, the ALT key on your keyboard may be actually AltGr key. See http://en.wikipedia.org/wiki/AltGr_key
Try the other ALT key on your keyboard (located on the other side of the space bar).
Or try any other shortcuts with ALT (ALT+K, for example). if it does not work, your ALT key is a suspect.
As Fred has pointed out, these shortcuts may have never worked on your PC, thanks to another application eating it, or because of other reasons. You can cross-check this: The same shortcut is used by tabbed browsers to switch tabs. If you have such a browser, can you check whether it works there? (Note that Firefox requires an Addon for that).

I followed up on a number of your suggestions:
1. The Alt key works fine (for example, alt-q to toggle between draft/normal modes of the file previewer.
2. Ctrl-Alt combination also works fine (for example, ctrl-alt-d to sort a list of file my modification date/time.
3. I am using a middle-east keyboard on a multi-language XP, but it hasn't given me problems in the past. On my native system the ctrl-alt-right/left works fine to navigate between tabs, but the problem starts when I use remote desktop connection to connect to my second pc that has the same configuration and run xplorer2 there. All the other keys appear to work fine. It's just the navigation between tabs that doesn't work.
4. In the end I was able to find a workaround to the problem, by successfully assigning a different key combination: ctrl-right and ctrl-left in addition to the built-in ctrl-alt-right and ctrl-alt-left. This works. So my problem is merely academic at this point, for the purists to ponder. As for me, I will get back to work...
