Shouldn't background priority be Normal? How did mine get changed?

Title says it all. I just checked and it was set to Lower or Off (don't remember because I immediately changed it to Normal) which means either (1) there were instructions somewhere that told me to make it Lower or Off and I've forgotten why and what was the purpose, or (2) X2 changed it without me knowing. Either way, shouldn't it be set to Normal and why would anyone want it to be Lower or Off?

Obviously I already know that otherwise I couldn't have asked the question. Which is, why would anyone ever want it to not be Normal? If Lower and Off didn't serve a purpose they wouldn't be there.
