I was trying to organize some photos using the XnViewMP program to preview, tag, organize, and move them around.
I found that I could not drag/drop them to a folder displayed in Xplorer2 - the mouse was one of those 'x'ed' icons. However the same drag/drop operation works fine in the native Window10 Explorer.
I should note that I'm using TeraCopy - the newest version.
Is this behaviour expected?

Well this is odd. The "sometimes" really is sometimes.
I just finished this comment, closed firefox, and did the same thing (drag/drop from XNView) and it worked without complaint.
I don't understand but I guess it isn't a real issue or question. Some temporary glitch such as happens in life.

For what it's worth, I use XNViewMP as well, and... well, it does strange things sometimes. One of the principle things I use it for is a simple means of scaling album covers, but after doing so, it's kind of a crap-shoot whether the right-click context menu will show up or not - or, even stranger - if I literally lift the mouse off the pad and then right-click, it will work perfectly... which is completely crazy (tested with 3 different mice).
I don't think the French actually write software for us less-civilised peoples, but they do seem to at least tolerate us using it.
To be fair, I only use it as an image-viewer/quick-editor as opposed to actually organising anything - so I can't speak to its other foibles. It's also primarily developed to be multi-platform and is only ported to Windows (not developed for it), so there's no predicting what will happen when multiple libraries get together and debate the philosophical implications of Jean-de-Florette.
Why would I continue to use a piece of software that seems to be slightly haunted? I've no idea, but it's never outright crashed or otherwise offended me, so I'm loose-minded enough to tolerate the weirdness.
But you're not alone with the "Well this is odd" observations.
By the way, I too use TeraCopy, and it handles shell drag-&-drop aspects quite well - at least I've never found it to be at fault, so I'd say it's not really the issue. That being said, also note that if multiple processes are run at different priorities (one elevated, the others not, for whatever reason) some actions won't work correctly. Probably not your issue (as it works "sometimes"), but something to be aware of (for example TeraCopy runs as a service under the auspices of the system, not the user, so it's going to be elevated by default).
In essence you've got three 3rd-party programmes (one of which isn't natively written for Windows) cooperating with each other via two different users on the shell of an operating system whose best days are long behind it.
What could possibly go wrong?

the most usual problem is running xplorer2 elevated. If full administrator, the window won't accept drops from "inferior" windows

Saying Win10 is long past it's prime is an affront to decent OS's everywhere. And this is after you complained only days ago about devs screwing with new versions making users' lives miserable.
IMHO, Windows 11 is just Vista 2.0.

We plant these seeds of discontent so that one day posterity may point to us and say "See? He was a visionary!" Obviously that never actually happens, so instead we do it for fun. It's a small thing, true, but who ever said you couldn't "stick it to The Man" with death by a thousand snarks?

While XnViewMP was a valuable reinvention of XnView for those of us who were fed up with Windows, it suffers from the same problems as exactly any other software that has more than two functions: Complexity beats reliability. Didn't (doesn't) the XnView converter thingy function as a shell extension as well as CL? It's been years since I remember playing with the old version. Or am I misremembering the past again? Or maybe I created some right-click monstrosity to call the converter as a user-command... the past is hazy... mists of time... swirling...
