I use WinKey, free from Copernic, to map winkey combinations to commands, but it does not remap the standard shell winkey combinations like Win+E. However I see there is an open-source keyboard/mouse command processor called AutoHotkey that looks quite interesting and will do what you want.

I haven't bothered to remap (or generally even use) any win+_ keys; but I wonder if the free windows utility tweakUI could be used to do this for otherwise-standard shell key-combo's ??

No, TweakUI doesn't mess with windows keys. Even the much more powerful X-Setup can only disable them all.

As I understand it the shell isn't set up to allow customization of "built-in" winkey combinations, so the only way to do it is to use a keyboard hook that gets there first, whch I assume is what AutoHotkey does.
