New Tab in Empty Pane Fails

Hi nikos, et al.

When you have either pane open to a folder that has 0 files and folders within it, File -> New Tab flickers the screen but fails to create a new tab.

This is confirmed with the 1.2.0.1 release, on 2k3 and xp.

This has been mentioned before.
As presently implemented, New tab needs a target to work.
(even an empty file in an otherwise empty folder will open a new tab for the folder)
It would seem natural that New tab in an empty folder should open a new tab pointing to that folder; but it doesn't.
