This is my original command
> "C:\Program Files\TextPad 4\textpad.exe" $F
How can I select more than 1 file so that textpad can load them (not just 1 by 1)?

The following does not answer your question, I know... Just some related thoughts:
When Multizilla is installed, Mozilla provides a facility to control tabs/windows behavior. I don't know if FireFox has a similar facility...
If everything else fails, you could drag-n-drop the file (via taskbar) to any of the tabs.

Nice sleuthing, joeking.
& thanks for sharing the answer to your own question.
... Although it hadn't bothered me to get a new browser window from clicking a URL, now that I've installed Tabbrowser Preferences and have options to choose from, I find that I like a variation of your preference - i.e.: open URLs in a new tab in existing Firefox window.
